Join MITA on September 9th to learn how in just 6 months, the Trump Administration has upended an international trade legal and policy framework. A framework adopted in the years following World War II and committed to over decades by Administrations of both political parties no longer exists.
Myles Getlan & Thomas Beline with the Cassidy Levy Kent LLP office in Washington DC will provide an overview of new international trade measures and initiatives. They will share their expertise in a conversation concerning the political and legal context for these recent developments. In their day-to-day practice, Myles and Tom routinely engage with senior policymakers in the Trump Administration and on Capitol Hill. They will impart insights gained to help inform where U.S. policy makers may be headed. Our third speaker Korey Garceau, , will address Foreign Trade Zones and how businesses can utilize this federal program to reduce, defer, or eliminate duties on goods. Korey will explain the steps to becoming an activated FTZ facility and further examine the benefits realized by operators.

Myles S. Getlan, Partner, Cassidy Levy Kent (USA) LLP, Washington, DC Office.
Myles Getlan’s practice focuses on international trade and investment disputes and import/export compliance and enforcement matters. Mr. Getlan has significant experience litigating antidumping, countervailing duty, and safeguarding disputes before US and foreign administrative agencies, US courts, and dispute settlement panels convened under the World Trade Organization (WTO) and other trade agreements. Mr. Getlan also advises clients in customs, export controls and economic sanctions matters. Mr. Getlan has been named to the U.S. roster of panelists for U.S.-Mexico-Canada (USMCA) disputes and serves as an adjunct professor at the University of Pittsburgh School of Law teaching International Trade Law & Regulation.
Before entering private practice, Mr. Getlan was an attorney in the Office of the Chief Counsel for Import Administration at the US Department of Commerce where he defended the agency’s determinations in unfair trade investigations before U.S. courts and WTO and NAFTA dispute panels, and directed the implementation of WTO decisions in the United States.
Tom Beline, Partner, Cassidy Levy Kent (USA) LLP. Washington, DC Office.
Tom’s representative experience involves appearing as lead counsel for clients in various and wide-ranging industries before the U.S. Department of Commerce, the U.S. International Trade Commission, the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of International Trade, and United States-Mexico-Canada Agreement (USMCA) binational panels. Tom regularly advises clients on compliance with World Trade Organization (WTO) rules and navigating the dispute settlement process. Tom regularly provides counsel to companies on complying with, and benefiting from, trade and customs regulation before U.S. Customs and Border Protection.
Tom has been appointed by the chief judge of the U.S. Court of International Trade to serve as a member of the Court’s Rules Advisory Committee. Tom is an adjunct professor of law at the University of Pittsburgh. Prior to joining Cassidy Levy Kent, Tom was an attorney with the Office of the Chief Counsel for Enforcement and Compliance (formerly Import Administration) at the U.S. Department of Commerce.
Korey Garceau, Trade Development Representative, Port Milwaukee
In his role at Port Milwaukee, Korey supports the Market Development Manager in commercial trade development and strategic marketing efforts. He is responsible for coordination and business outreach relating to Great Lakes cruising, promoting Milwaukee as a premier turnaround port for international cruise lines. Korey serves as administrator of Foreign Trade Zone #41, of which Port Milwaukee is Grantee, and oversees the permitting of Port Milwaukee’s Urban Park and Water Permit programs.
